News reaction - UK Government Industrial Strategy

23 June 2025

The UK Government’s Industrial Strategy, published today, and supporting sector growth plans, not only establishes cyber security as an enabler of resilient growth but also identifies the cyber sector as a “frontier” industry alongside AI, quantum technology and semiconductors.

Recognising increasing security threats and rising geopolitical instability, the Government has committed to invest more in the UK’s economic security and digital resilience. This will include supporting businesses to upgrade their cyber security by expanding the Cyber Essentials scheme and rolling out the CHERI chip.

As a priority industry in the Digital and Technologies Sector Plan, the UK cyber security sector will be backed by the Government, with a forthcoming Cyber Growth Action Plan creating the conditions for its future growth.

The Strategy documents highlight the immense potential for the UK to solidify its “position as a true global leader” in cyber security, calling out NCC Group as a major UK cyber firm:

“UK-founded companies like Darktrace, NCC Group, and BAE Systems are exporting world-leading cyber solutions and services around the globe. Their rapid international expansion – driven by cutting-edge innovation and trusted expertise – demonstrates the UK’s growing role as both a destination for foreign investment and a powerhouse of global cyber resilience.”

The Cyber Growth Action Plan – which will be published later this summer – will set out the detailed plan for the cyber security sector. In the meantime, the Government has committed to support regional hubs like Greater Manchester and Cheltenham, expand skills initiatives like CyberFirst (to be known as TechFirst) and enable the commercialisation of academic cyber research through CyberASAP.

The Industrial Strategy also calls out the particular role of the six frontier industries – which includes cyber - in delivering the forthcoming Defence Industrial Strategy. This part of the overarching Strategy will focus on developing dual-use capabilities and helping to scale small and mid-tiered firms within the UK’s defence industrial base.

Mike Maddison, CEO of NCC Group comments on the UK Government's publication of the UK Industrial Strategy. The UK's Modern Industrial Strategy 2025 - GOV.UK

“Today's industrial strategy clearly recognises that you cannot have sustainable economic growth without strong cyber resilience, identifying cyber as a "frontier" industry.
